Use Falcon Heavies to cut down on the cost and number of missions as compared to Spudis' Plan.  As is being done with Dragon, have the lunar cargo landers be designed for manned rating but have them deliver teleported equipment first until they are proven save for humans.  Then, send the humans to repair the teleported robots but also to extract metals to produce the bulky parts of more telerobots so as to greatly expand the provision of lunar ice-derived fuel throughout cis-lunar space.

Producing life support from lunar ice (including methane and ammonia for fertilizer) and machining in situ metals and producing glass will get you a fair ways to the initial, largely self-supporting settlement.</description>
